Background
The Marine Air Ground Task Force Training Command (MAGTFTC) is issuing this solicitation for the design and construction of the P-1241 Low Altitude Radio Communication System (LARCS) Communication Towers at Twentynine Palms, California.

The project aims to enhance communication capabilities for military training operations by constructing new communication towers and modernizing existing ones, particularly in remote areas that lack utility infrastructure. The contractor will collaborate with various Department of Defense (DOD) commands and will be supported by the Naval Sea Systems Command (NAVSEA), which will provide necessary equipment and oversight.

Work Details
The scope of work includes:
1. Constructing new communication towers and restoring existing ones on remote mountaintops or hilltops, primarily accessible only by helicopter.
2. Providing necessary utilities such as electricity, water, and sewer to the sites as required.
3. Coordinating with multiple government commands during all phases of construction.
4. Installing Government Furnished Equipment (GFE) at Operating Position (OP) sites in proximity to the communication tower work items.
5. Ensuring compliance with safety standards and conducting detailed inspections during the design phase.
6. Developing a comprehensive Integrated Master Schedule (IMS) to manage project timelines and deliverables effectively, ensuring minimal disruption to MAGTFTC training missions.

Period of Performance
The contract period of performance is set from January 27, 2026, through January 26, 2030.

Place of Performance
The construction projects will be performed at various locations within the Marine Corps Base Twentynine Palms, California.
