Please note that Phase Two is only open to offerors who successfully qualified during Phase One of the subject solicitation.

This acquisition will result in an unrestricted full and open Firm-Fixed-Price (FFP) Design-Build (DB) contract for the design and construction of Design-Build (DB) P-1241 Low Altitude Radio Communication System (LARCS) Communication Towers for Marine Air Ground Task Force Training Command (MAGTFTC) Twentynine Palms, California. The project scope constructs new communication towers and restores and modernizes existing communication towers on remote mountaintops or hilltops. With the exception of Bearmat Hill, work sites are only accessible by helicopter and are without any utilities such as electricity, water, and sewer. The contractor shall provide necessary utilities to the site as required. The project will require coordination and collaboration of multiple Government/Department of Defense (DOD) commands in performing all tasks and work as described in this RFP. Naval Sea Systems Command (NAVSEA) and its contractors shall provide LARCS and other communication infrastructure support, collateral, and Government Furnished Equipment (GFE) to be installed by the P-1241 project as Government Furnished Contractor Installed (GF-CI) on all Operating Position (OP) sites in the immediate vicinity of the communication tower work items. NAVSEA shall provide oversight for installation, construction, testing, and commissioning leading to LARCS and MAGTFTC training range System of Systems (SoS) acceptance.
