*** THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. ***

The general scope of this requirement is a Firm-Fixed-Price, Design-Build FY21 Military Construction, Navy (MCON) Construction Contract for the construction of project P-1231 a new Wastewater Treatment Plant (WWTP) at Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, California that includes a new primary and bypass headworks, a sludge removal drying system, clarifiers, tertiary treatment system, tertiary filtration system, pump stations and chlorination disinfection system. It also constructs a treatment plant operations building. The facility will be a reinforced concrete masonry unit building with standing seam metal roof. The building will house a monitoring and control room, laboratory, pump maintenance area and an operator area. This project also includes the demolition of selected structures and utility lines from the current wastewater treatment plant.

INTENDED ACQUISITION STRATEGY: Best Value Trade-Off (BVTO)

This procurement is being advertised on an unrestricted basis inviting full and open competition with the intent to award a firm-fixed-price construction contract to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the best value, price and other factors considered. Price evaluation preference will be given to HUBZone firms, in accordance with FAR 52.219-4. The Government intends to evaluate proposals and award a contract without discussions.

Source Selection procedures will be used, and selection for award will be based on evaluation of the following:

The Phase I (Qualifications Phase) non-price proposal will address the Offeror's experience and past performance. In accordance with DFARS 236.272, prequalification will result in a list of sources determined to be qualified to perform the specific construction contract.

Phase II of the solicitation will be comprised of a technical and price proposal, which will be evaluated separately in accordance with FAR Part 15. The Phase II proposal will address the Offeror's safety program, small business participation, and price.

The period of performance of this project is 754 calendar days from contract award (inclusive of 15 calendar days for performance and payment bonds).

THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the Contract Opportunities website at https://beta.sam.gov/ on or about April 24, 2020. No hard copies will be provided. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AMENDMENTS TO THIS SOLICITATION. Prospective offerors MUST register themselves on the website. Plan holders lists will not be faxed and will be available only at the website listed above. A sources sought notice (N6247320R0022) for this procurement was posted on October 30, 2019 on the Federal Business Opportunities (FBO) website at http://www.fbo.gov, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The U.S. Small Business Administration (SBA) San Diego District Office and the NAVFAC SW small business office concur with this decision.
