Peer Reviewer Assignment. The Contractor(s) shall coordinate with the OVW Program Peer Review Point of Contact, designated in each PTF, to assist in identifying and confirming the participation of subject-matter experts for Peer Review panels for each grant program. Each application will be reviewed by three (3) Peer Reviewers. Depending on the grant program, panels may include: victim advocates, judges, prosecutors, representatives from community-based and faith-based organizations, police officers, legal professionals, and others with expertise on issues as they relate to violence against women concerning: tribal communities, the criminal and civil justice systems, college, and university communities, rural areas, urban areas, the disabled, the elderly, and services to victims, including those provided by the faith community. While some Peer Reviewers are expert consultants on violence against women issues, the vast majority are active practitioners or recent retirees from relevant professions. OVW does not use professional Peer Reviewers so as to maintain their objective to have applications reviewed by individuals with up-to-date, on-the-ground knowledge of both the challenges and best practices in addressing violence against women.
The Office on Violence Against Women (OVW) is seeking a contractor to provide support for peer review activities related to various grant programs. The contractor will work closely with the OVW Program Peer Review Point of Contact to identify and confirm subject-matter experts for Peer Review panels. The peer review process involves reviewing applications and may include individuals with expertise in areas such as tribal communities, criminal and civil justice systems, college and university communities, rural and urban areas, and services to victims. The majority of Peer Reviewers are expected to be active practitioners or recent retirees from relevant professions.

The contractor will be responsible for supporting all planned peer reviews, including developing a contract for the Peer Review web-based service and locating and contracting for the Peer Review meetings. They must adhere to General Service Administration (GSA) guidelines when contracting for facilities. Additionally, the contractor will coordinate panel meetings, schedule meeting rooms, and manage travel logistics for in-person and hybrid reviews.

The peer review activities will take place over a five to nineteen-day period. Online reviews will be held over a three-week timeframe, with the first two weeks designated for reading and scoring applications and the third week designated for a consensus call with a three-member panel, a recorder, and an OVW staff person.

Peer review meetings will be held at one of three facilities: a hotel in the Washington, DC metropolitan area, the contractor's facility, or OVW facilities. Due to the COVID-19 health crisis and travel restrictions, peer review meetings may be conducted remotely, in a hybrid format, or in person.
