Description

This is a combined synopsis solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QL0000083 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,250 employees.

The award will be in accordance with FAR 6.104-1. It is anticipated that an Indefinite Delivery Indefinite Quantity contract consisting of a one-year base period and four one-year option periods shall be awarded as a result of this synopsis solicitation. The total duration of this contract shall not exceed five (5) years. Offeror's must submit prices for each of the 5 one-year option periods in order to be considered for award. The Coast Guard does not own nor can it provide specifications, plans, drawings or other technical data. The USCG intends to award to Meggitt Aircraft Braking Systems (0B9R9), 1204 Massillon Rd., Akron, OH, 44306, the Original Equipment Manufacturer (OEM) of the services being procured. These services are in support of the HC-144 and HC-27J aircraft. ALL QUANTITIES ARE ESTIMATES. All responsible sources may submit a quote which shall be considered by the agency.

Background
The United States Coast Guard (USCG) has integrated fourteen (14) HC-27Js into the Medium Range Surveillance (MRS) aircraft fleet, along with eighteen (18) HC-144 Ocean Sentries. The HC-27J is a medium-sized military transport aircraft manufactured by Leonardo S.p.A, and the HC-144 is a medium-range surveillance aircraft manufactured by Airbus Group. These aircraft are specifically equipped to perform all USCG missions, including search and rescue, maritime safety, security, logistics, national defense, and protection of natural resources.

The contract will be awarded to Meggitt Aircraft Braking Systems (0B9R9), located at 1204 Massillon Rd., Akron, OH, 44306, as they are the Original Equipment Manufacturer (OEM) of the services being procured.

Work Details
The contractor shall overhaul the wheels and brakes of the HC-27J and HC-144 aircraft as required by the USCG. The parts that need to be overhauled include:

4. National Stock Number: 1630-99-425-1315 - Part Number: HC-144 WHEEL MLG - Work to be Performed: Overhaul
5. National Stock Number: 1630-99-795-5662 - Part Number: HC-144 WHEEL NLG - Work to be Performed: Overhaul
6. National Stock Number: 1630-99-434-0273 - Part Number: HC-144 MAIN BRAKE - Work to be Performed: Overhaul.
