This is a SOURCES SOUGHT NOTICE, no award to follow. Pursuant to FAR Part 10 (Market Research). The U.S. Coast Guard (USCG), Surface Forces Logistics Center (SFLC) is seeking qualified 8(a) Small Business category sources that are capable of satisfying the agency's requirement by overhauling the USCG's 32-foot Transportable Port Security Boat (TPSB) in accordance with the attached Work Specification Sheet (WSS).

IMPORTANT NOTICE: Interested parties should register in the System for Award Management (SAM) as prescribed in FAR Clause 52.232-33. SAM can be obtained by accessing the internet at www.sam.gov, or by calling 1-866-606-8220.

Companies having capabilities to provide these services are invited to submit complete information discussing their capabilities no later than the close date of this notice (5/15/2026). The information submitted must include:

1. Name of Company, Address and UEI Number

2. Point of Contact and Phone Number

3. Business Size applicable to the NAICS Code (must be Small Business 8(a) concern)

4. Complete and current data to demonstrate capability of meeting the requirements as outlined in the WSS via a capabilities proposal, not to exceed 5 pages. Emphasis should be on current or previous experience in performing this type of work in either the Commercial or Government space. If you would like to provide photos of your capabilities/work location, this will not affect the page count.

It is the potential vendor's responsibility to monitor beta.SAM.gov for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.

Background
The U.S. Coast Guard (USCG), Surface Forces Logistics Center (SFLC) is seeking qualified 8(a) Small Business category sources capable of overhauling the USCG's 32-foot Transportable Port Security Boat (TPSB). This Sources Sought Notice is issued for market research purposes only and does not constitute a Request for Proposal/Quotation. The goal of the contract is to ensure that the TPSB is maintained and overhauled in accordance with specified requirements.

Work Details
The Contractor shall provide qualified personnel to accomplish all tasks identified in the Work Specification Sheet (WSS), which includes: establishing and maintaining a quality assurance program, submitting a tailored Quality Assurance Plan, conducting Quality Assurance Inspections and Tests, overseeing qualification programs, submitting required reports, serving as a liaison between the Contractor, the Coast Guard's Representative (COR), and KO.

The Contractor must also maintain safety records, examine documents for discrepancies, coordinate maintenance tasks, supervise maintenance staff, and ensure all necessary parts/components are available for projects. Specific roles include:
- Planner/Estimator - responsible for project coordination and cost sourcing;
- Maintenance Supervisor - responsible for supervising maintenance work on boats and trailers, ensuring hull and mechanical systems are maintained.
