Outside the Continental United States (OCONUS) Information Technology (IT) Solutions II   4

Background
United States European Command (USEUCOM) and Naval Information Warfare Center (NIWC) Atlantic require engineering development, design, procurement, fabrication, configuration, integration, installation, logistics, maintenance, and life cycle support solution services for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR), Information Technology (IT), and Electronic Security System (ESS) systems. These services will support USEUCOM initiatives to ensure Department of Defense Information Network and cyberspace operations enable mission command of the USEUCOM Commanders Theater Campaign Plan, war plans, and orders.

Work Details
The contract covers the entire spectrum of outcomes associated with the full lifecycle of delivery and support of IT capabilities. This includes project/program management, engineering, procurement, implementation, and testing requirements associated with the development and delivery of OCONUS IT solutions. The contractor shall provide turnkey solutions such as space planning, ISP/OSP Infrastructure, Intrusion Detection Systems (IDS), Inside/Outside Plant (ISP/OSP) Infrastructure, Knowledge Management (KM), Command and Control (C2), Active Infrastructure (AI), Desktop Automated Information Systems (AIS), Audio-Visual (AV), Command Centers and Other Smart Facilities.

Period of Performance
The contract will be performed over a five-year period consisting of a one-year base period and four one-year option periods.

Place of Performance
The contractor is required to work OCONUS primarily near the USEUCOM Headquarters at Patch Barracks and in Stuttgart, Germany. The contractor may work primarily with or be required to obtain approved host nation Technical Expert Status Accreditation personnel for extended assignment.
