Synopsis:

NASA/NSSC has a requirement for Ouster OS-1-64 Rev 7 3D light detection and ranging (LiDAR) sensor.

NASA/NSSC intends to issue a sole source contract to OUSTER INC. 350 Treat AVE San Francisco, California 94110-1941 United States under the authority of FAR 13.106-1(b)(1)(i). It has been determined that OUSTER INC. is the sole provider of Ouster OS-1-64 Rev 7 3D light detection and ranging (LiDAR) sensor.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).

The NAICS Code for this procurement is 334516

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Central Standard Time on AUGUST 7, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background

Work Details
Procurement of a mid-range 3D light detection and ranging sensor to determine range and position of objects relative to the sensor with a large field of view, ruggedized housing. Sensor should use multi-beam flash or similar technology and interfaces suitable for integration with existing research and development project for the Kinematic Navigation and Cartography Knapsack.
Supplier will provide devices that meet the requirements specified below: Quantity of at least 3 to be procured, delivery prior to the end of August 2023, or provide written explanation and estimate for delivery time frame prior to end September 2023.
Specifications include: Ranging >120 m @ 90% detection probability in 100,000 lx sunlight, Ranging >80 m @ 10% detection probability in 100,000 lx sunlight, Minimum range of <1 m, Provide 360° x 45° field of view, Angular sampling accuracy of ±0.01° in vertical and horizontal, Multiple return sampling, >1 million point per second sampling, Integrated Inertial Measurement Unit (IMU) with 100hz sampling, Dimensions: <4” diameter, Weight: <500 g, Operational Temperature: -30°C - +50°C, Weather protection: IP68 or IP69, Power: +9V – 34V DC, Associated proprietary cabling required for operation.
