Ouachita - Ozark Stand Exams   2

This is a COMBINED SYNOPSIS / SOLICITATION for commercial services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Proposal (RFP) AG-447U-S-16-0017. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2005-86 and are available in full text through Internet access at http://www.acquisition.gov/far.
The Ouachita and Ozark-St. Francis National Forests have an anticipated requirement to obtain vegetation inventory services as further detailed in the Schedule of Items and Performance Work Statement. This will be multiple award, Indefinite Delivery-Indefinite Quantity (IDIQ) contracts to include a base year and four option years that will not exceed $2,000,000 in total. Individual task orders will be issued to meet the needs of the Government. Task orders will be issued based on the availability of funds, and no guarantee shall be inferred re the issuance thereof. The Government reserves the right to adjust quantities based on the availability of funds.
The United States Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The North American Industry Classification System (NAICS) code is 115310 and the small business size standard is $7.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small business concerns may submit an offer which will be considered by the Forest Service.
Proposals are due for this combined synopsis/solicitation on March 14, 2016 at 3:00 PM Central Time and shall be delivered by the specified time to the USFS, 100 Reserve Street, Hot Springs, AR 71901. Facsimile proposals will not be accepted. Proposals may be submitted electronically to jtobin@fs.fed.us. Offers shall be submitted on the SF 1449 and conform to the requirements noted in the solicitation documents.
The Government intends to award multiple contracts resulting from this solicitation to the responsible Offerors whose response best conforms to the solicitation and which will be the most advantageous to the Government, price and other factors considered.
Offerors must be registered at the System for Award Management (www.sam.gov) to be eligible for award.
