Background
The solicitation is for the Oswego West/East Breakwater Harbors project, issued by the U.S. Army Corps of Engineers. The mission of this agency is to provide vital engineering services in support of national interests, including maintaining and improving navigation and flood risk management.

The goal of this contract is to perform construction, alteration, or repair work on the Oswego Breakwater, ensuring safety and environmental compliance throughout the project.

Work Details
The contractor will be responsible for various construction tasks related to the Oswego Breakwater, including but not limited to:
- Replacement of damaged structural features
- Temporary construction activities
- Protection of historical and archaeological resources
- Management of natural resources such as land and fish/wildlife resources
- Implementation of a Hazardous Energy Control Program (HECP) for lockout/tagout procedures during electrical work
- Establishment of a fall protection program for employees exposed to fall hazards
- Compliance with environmental regulations, including obtaining necessary permits and managing air pollution generating equipment.

The contractor must also ensure that all personnel are trained in safety protocols and that proper protective equipment is used at all times.

The construction projects will take place at the Oswego West/East Breakwater Harbors.
