OSW - WHS - RRMC - Base and Operations Support Services Recompete - MRAS

The U.S. General Services Administration (GSA), on behalf of the Office of the Secretary of War (OSW), is conducting a market research initiative to gather information regarding capabilities related to providing base and operations support services at the Raven Rock Mountain Complex (RRMC) in Adams County, PA. This effort is part of an overarching goal to consolidate various operational functions into a comprehensive facility support and operations service contract. The intent is to improve efficiency and effectiveness by integrating multiple support services under a single award combination firm fixed price/indefinite quantity contract, ultimately supporting mission-essential functions at RRMC.

The scope of work requested involves a range of essential services including custodial duties, full-service dining facility operations, logistical support, and transportation services. The contractor will be responsible for providing all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform these Base and Operations Support (BOS) Services as outlined in the Performance Work Statement (PWS). Additionally, the contractor must ensure that these services are delivered at commercial standard frequencies for facilities of comparable size and usage.

A critical component of this requirement is the appointment of an on-site Program Manager who will oversee the delivery of all required services in accordance with contractual standards. The stability and continuity of the workforce are emphasized as essential elements for successful execution. Moreover, contractors are expected to demonstrate innovation and technological acumen in performing these tasks while maintaining open lines of communication with government representatives through a management plan that addresses productivity control, cost management, work scheduling, resource management among other key aspects.

The period of performance for this contract includes one base year followed by four option years with an additional six-month extension option. This structure allows for sustained support over several years while providing flexibility to adapt to evolving requirements.
