Description

On behalf of the Office of the Secretary of War (OSW), the General Services Administration (GSA) is conducting market research to identify capabilities related to providing human resources operational support for the Washington Headquarters Services (WHS), Human Resources Directorate (HRD). The primary objective of this contract is to enhance HR service delivery and consistently achieve a 60-day hiring model target. This initiative aims to maintain customer satisfaction and improve process efficiency within the WHS/HRD, which serves approximately 35 distinct Department of War (DoW) and Federal customers.

The scope of work involves providing non-personal services that support WHS/HRD's mission to deliver comprehensive "hire to retire" HR services. This includes areas such as Human Capital Strategy, Talent Acquisition, Talent Development, Compensation and Benefits, Personnel Transactions, Workforce Analytics, Labor Relations, and more. The goal is to streamline processes by leveraging customer-dedicated staffing teams that manage recruitment from request receipt through employee onboarding. This approach minimizes hand-offs during hiring and fosters deeper customer-specific knowledge among HR specialists.

Additionally, WHS/HRD has implemented a 60-day Time-to-Hire (TTH) model for civilian hiring at GS-15 levels and below within the OSW. This model requires close collaboration between OSW Principal Staff Assistants (PSAs) and WHS/HRD in seven out of ten process steps. It emphasizes strategic change management and continuous improvement efforts designed to enhance customer experience throughout the hiring process. As part of this initiative, WHS/HRD anticipates hiring approximately 1,500 new employees in FY25 due to projected growth and attrition.

The GSA's market research will help identify potential contractors capable of delivering these services effectively while aligning with WHS/HRD's vision of being a "Best in Class" HR service provider. Interested parties are encouraged to demonstrate their expertise in meeting these requirements through responses submitted via the specified RFI link provided by GSA.
