Description

The U.S. General Services Administration (GSA), on behalf of the Office of the Secretary of War (OSW), is conducting market research to identify potential contractors capable of providing Statistician and Cost Accounting Analysis Services. This initiative aims to support the Army National Guard (ARNG) by enhancing its budget management functions, particularly in fiscal reporting, tracking, reconciliation, and reporting. The services are required at the National Guard Bureau located in Arlington, Virginia.

The scope of work involves providing expert technical analysis and recommendations to both civilian and military members within the National Guard Bureau. The contractor will be responsible for planning, organizing, and performing technical analyses to effectively manage budget functions related to the Army National Guard's operations. This includes a strong emphasis on applying Operations Research and Statistical Analysis (ORSA)-type methodologies as they pertain to successful business processes within the ARNG Comptroller's office.

Contractors must possess a comprehensive understanding of relevant laws, regulations, policies, acquisition procedures, methods, and techniques necessary for program analysis and funds management as they relate to the Planning, Programming, and Budget Execution System (PPBES). The performance period for this contract includes a base period of 12 months with options for four additional 12-month periods plus a six-month extension option.

This requirement is critical for supporting the financial management objectives set forth by the Office of the Secretary of War's Comptroller division. Contractors interested in responding must ensure that their personnel are available during standard working hours at the designated location in Arlington while maintaining an uninterrupted service delivery as outlined in this Performance Work Statement.
