OSW - NGA Vehicle Allocation Method (VAM) Study - MRAS

The U.S. General Services Administration (GSA) is conducting market research on behalf of the Office of the Secretary of War (OSW) to assess capabilities related to a Vehicle Allocation Methodology (VAM) Study for the National Geospatial-Intelligence Agency (NGA). This initiative aims to optimize the NGA's vehicle fleet management, ensuring cost-effectiveness, regulatory compliance, and optimal resource utilization. The study will involve a thorough review and update of current practices to develop a more efficient and defensible methodology for vehicle allocation across various NGA locations.

The contract requires comprehensive services encompassing project management, safety compliance, data collection and analysis, stakeholder engagement, benchmarking against best practices, and development of a new VAM. The contractor will be responsible for analyzing the current fleet's operational needs by collecting data such as vehicle type, age, mileage, fuel consumption, maintenance records, and usage patterns. Engaging with stakeholders through interviews and workshops is crucial to understanding diverse operational requirements and constraints.

Additionally, the contractor will benchmark VAM practices from other federal agencies and private organizations to inform the development of a new methodology. The final deliverables include an implementation plan outlining timelines, resource needs, communication strategies, and a comprehensive report documenting study findings along with the newly developed VAM. The work will be performed primarily at NGA locations in Springfield VA; St Louis MO; and Arnold MO during standard government operating hours.

Confidentiality is paramount as all information developed under this project is considered U.S. government property. The contractor must ensure compliance with all security requirements including valid identification for entry onto NGA sites. While no travel is anticipated for this project beyond these specified locations, coordination will be necessary to minimize disruptions to ongoing operations or construction activities at NGA facilities.
