OSW - MDA - Digital Risk Management Tool - MRAS

The General Services Administration (GSA), on behalf of the Office of the Secretary of War (OSW), is conducting market research to explore capabilities for developing a modern, integrated risk management toolset. This initiative aims to enhance the Missile Defense Agency's (MDA) Aegis-Based Defense (AB) portfolio, which operates in a complex environment that requires careful risk management to ensure acquisition timelines and mission outcomes are not compromised. The overarching goal is to create a data-driven culture within MDA that leverages existing tools and reduces manual efforts, thereby enabling more efficient decision-making and resource management.

The work requested involves designing and implementing a comprehensive risk management system that aligns tools, data, and stakeholders through a unified framework. The contractor will be responsible for developing a robust data collection and analysis platform to assess risk holistically within the AB portfolio. This includes creating standardized processes for data governance and documentation to ensure transparency, accessibility, and traceability across systems.

Specific tasks include generating requirements documents in collaboration with government officials, assessing current MDA risk management approaches, performing data mining activities to identify authoritative sources, and building necessary data pipelines using platforms like Palantir Foundry and Microsoft 365 Suite. The contractor will also develop business intelligence products that improve process efficiency by automating workflows with approved government tools such as Power BI.

Deliverables for this project include detailed requirements documents, process maps, data dictionaries, ETL processes for centralized repositories, source files for code repositories or data pipelines, and comprehensive documentation on data governance practices. The place of performance will primarily be in the Northern Capital Region but may include remote work from other areas as needed. All travel must be approved by the Contracting Officers Representative (COR).
