OSW - Digital Requirements Intake - MRAS

The U.S. General Services Administration (GSA), on behalf of the Office of the Secretary of War (OSW), is conducting market research to identify potential solutions for replacing the existing TRACE and STRIDE processes with a modern, unified application. The overarching goal is to streamline operations, enhance visibility, and reduce the dependency on multiple disconnected systems and manual processes. This initiative aims to improve efficiency in managing customer request lifecycles from initial submission to final approval.

The project involves developing a new application using Microsoft Power Platform technologies such as PowerApps and Power Automate. The new system will consolidate current fragmented processes into a single interface that manages requests from their initial submission (KSR) through to the final Authority to Proceed (ATP). This integration is expected to facilitate smoother operations by providing a centralized platform for handling customer requests while incorporating role-based access for various stakeholders involved in the process.

The application will support several key user roles, ensuring that each stakeholder can perform their specific functions effectively. These roles include Customer/Requestor, Government Lead/Project Champion, Triage Team, Requirements Lead, A&AS (Advisory and Assistance Services), COR (Contracting Officer's Representative), Portfolio Manager, Government Contracting personnel, and CIO Team members. Each role will have access tailored to their responsibilities within the request lifecycle management process.

Functionally, the proposed solution will feature modules such as Request Intake and Triage. This module includes a digital intake form built with PowerApps for users to submit new service requests efficiently. By implementing these functionalities on a unified platform, GSA aims to enhance operational efficiency across its processes while providing better oversight and strategic alignment with organizational objectives.
