OSW - DIA - Video Engineering and Maintenance Services (VEMS) - MRAS

The Office of the Secretary of War (OSW), in collaboration with the General Services Administration (GSA), is conducting market research to identify industry partners capable of providing comprehensive Video Engineering and Maintenance Services (VEMS). This initiative is aligned with the Defense Intelligence Agency's (DIA) mission to enhance audiovisual capabilities within secure government facilities. The primary goal is to ensure that these facilities are equipped with state-of-the-art Audio/Visual (AV) and Video Teleconferencing (VTC) solutions, which are critical for real-time, secure communication across various defense and intelligence operations.

The scope of work involves delivering turnkey AV and VTC solutions that include system design, integration, preventative maintenance, and lifecycle support. The services required must adhere to stringent security protocols suitable for Sensitive Compartmented Information Facility (SCIF) compliance. Additionally, the project requires staffing with cleared personnel who possess expertise in classified VTC systems. The integration of innovative technologies within these secure environments aims to support global mission requirements effectively.

Respondents to this Request for Information (RFI) are expected to demonstrate their capability in providing robust engineering solutions that maintain controlled access through physical and signal segregation at different classification levels. This includes experience in designing complex visual communication systems essential for defense and intelligence sectors where secure collaboration is vital. The anticipated outcome is a reliable visual communications infrastructure that supports warfighters, intelligence officers, and acquisition leaders within the Defense Intelligence Enterprise.

The government foresees potentially establishing a Blanket Purchase Agreement (BPA) as part of procuring these services.
