OSW - DIA - Language Training - MRAS

The U.S. General Services Administration (GSA), on behalf of the Office of the Secretary of War (OSW), is conducting market research to identify potential contractors capable of providing foreign language training support services. This initiative supports the Defense Intelligence Agency's (DIA) Foreign Language Program Office within its Academy for Defense Intelligence. The overarching goal is to enhance the foreign language proficiency of personnel within the Intelligence Community (IC) and Department of Defense (DoD) to meet strategic and operational needs.

The contractor will be responsible for delivering comprehensive language training at various proficiency levels, ranging from no proficiency to limited working proficiency, as defined by the Interagency Language Roundtable (ILR). The training will be provided either at the contractor's facility or at customer locations both within and outside the continental United States. Classes will typically accommodate individual students or small groups not exceeding three participants, ensuring personalized attention and effective learning outcomes.

Training requirements are influenced by DoD responsibilities and missions, with a focus on languages that are less commonly taught but critical for national security purposes. The contractor should be prepared for fluctuations in demand due to global events and changing political-military priorities, which may necessitate a rapid increase in class offerings for specific languages. This flexibility is crucial to support DIA's mission of improving language skills across its workforce, thereby enhancing their ability to perform analytic, collection, and technical tasks effectively.
