OSW - DHA - Water Testing - Edwards AFB - MRAS

The General Services Administration (GSA), on behalf of the Office of the Secretary of War (OSW), is conducting market research to identify potential contractors for a project at Edwards Air Force Base (AFB). The overarching goal of this contract is to ensure compliance with the Safe Drinking Water Act by providing comprehensive laboratory analytical services. This initiative supports Edwards AFB's commitment to maintaining safe and reliable drinking water by adhering to both federal and state regulations, particularly those set forth by the California Water Boards.

The scope of work involves providing routine and emergency laboratory analysis for various water quality parameters as mandated by the Safe Drinking Water Act and California Water Boards. Contractors are expected to supply sampling containers, necessary preservatives, shipping labels, and chain-of-custody forms. These materials must be free from contamination that could interfere with sample analyses. Moreover, all analytical procedures must align with standards established by the National Environmental Laboratory Accreditation Program (NELAP) and require certification under the California Water Boards Environmental Laboratory Accreditation Program (CWB ELAP).

Specific tasks include conducting tests for various parameters such as Total Coliform, Heterotrophic Plate Count, Arsenic, Disinfection Byproducts like Total Trihalomethanes and Haloacetic Acids, Nitrate, Nitrite, Lead & Copper among others. These tests will be performed according to a predefined schedule that outlines both routine sampling frequencies and emergency response capabilities. For instance, Total Coliform samples are collected weekly from main water systems and quarterly from active wells while other parameters follow different schedules as specified in the Performance Work Statement.

This contract also includes stringent quality assurance measures where all results must meet or exceed detection limits outlined in current standard methods manuals or applicable drinking water standards. The contractor is required to provide a written statement guaranteeing that all analyses were conducted using acceptable methods. Additionally, Edwards AFB reserves inspection rights over laboratory facilities to ensure compliance with contractual obligations.
