OSW - DFAS OH - Chiller Replacement - MRAS

The Office of the Secretary of War (OSW), through the General Services Administration (GSA), is conducting market research to facilitate the replacement of critical infrastructure at the Defense Finance and Accounting Service (DFAS) facility in Columbus, Ohio. The primary goal of this project is to ensure that essential operations at Building 21 on the Defense Supply Center Columbus (DSCC) are maintained by replacing a failed server room chiller and a split-unit air conditioning system. These systems have exceeded their 15-year operational lifecycle, necessitating their replacement to support continued functionality and efficiency.

The scope of work for this contract involves comprehensive services including the removal and installation of a new chiller unit and split HVAC system. The contractor will be responsible for providing all necessary labor, materials, tools, equipment, and supervision required to complete these tasks in compliance with applicable codes and standards. Specifically, the contractor must ensure adherence to ASHRAE 90.1-2001 efficiency guidelines while meeting all criteria outlined in the Performance Work Statement (PWS). This includes dismantling existing systems identified as Carrier and Trane air-cooled units, installing new high-efficiency replacements, and performing all associated tasks such as electrical work, refrigerant piping adjustments, insulation installation, testing, start-up procedures, and thorough inspection.

The specifications for the new chiller unit include features such as a 19.70-ton capacity with factory-mounted dual pumps, phase protection mechanisms, evaporator heaters, advanced control systems like BACnet IP & MS/TP compatibility, low sound operation with aero-acoustic fans, microchannel condenser coils for enhanced efficiency, among other technologically advanced components. Similarly detailed are requirements for a two-ton split HVAC system featuring high-efficiency multi-speed blower motors and fully insulated cabinets designed to integrate seamlessly with existing infrastructure.

In addition to technical specifications for equipment installation and operation within environmental regulations such as EPA guidelines for chemical handling and disposal; contractors are expected to manage project logistics comprehensively including personnel travel arrangements necessary to facilitate on-site work completion at DFAS Columbus effectively.
