OSW DCMA - ServiceNow IL4 and IL5 licenses - MRAS

The Office of the Secretary of War (OSW), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential service providers for a significant technological upgrade. The primary goal of this initiative is to enhance the capabilities and services related to Unmanned Aerial Systems (UAS) through the procurement and implementation of ServiceNow Software-as-a-Service (SaaS) licenses at Impact Levels 4 and 5. This effort aims to support the rapid redevelopment and enhancement of UAS capabilities, ensuring that these systems can be procured, managed, and optimized efficiently.

The scope of work involves acquiring various ServiceNow SaaS licenses, including Public Sector Digital Services Professional, Sales and Order Management Professional, Strategic Portfolio Management Professional, and Workflow Data Fabric. These licenses will enable a comprehensive suite of services such as IT Service Management (ITSM), Customer Service Management (CSM), and strategic portfolio management. The project will focus on configuring an on-demand marketplace for UAS components, integrating customer portals with AI engines for custom drone designs, and providing seamless integration with existing ITSM modules to improve service request tracking and issue resolution.

Additionally, this acquisition seeks to replace legacy systems within the Defense Contract Management Agency (DCMA) with modernized solutions that align with current cloud platforms. By implementing ServiceNow's ITSM and SPM modules, DCMA aims to enhance its incident/problem/change management processes while supporting external mission partners more effectively. Optional contract line items also include establishing enterprise case/workflow capabilities for fraud detection/referrals, cyber management, HR service delivery, and other digital modernization objectives.

This initiative places a strong emphasis on security features such as role-based access control (RBAC), multi-factor authentication (MFA), secure document exchange, automated workflow routing, real-time status tracking, reporting analytics, version control for workflows/packages, and compliance with federal regulations like FedRAMP and NIST 800-53. These enhancements are designed not only to bolster current operations but also to prepare DCMA for future UAS requirements like AI-driven design processes and advanced manufacturing techniques.
