OSW - DCMA - Online Legal Research Subscription - MRAS

The General Services Administration (GSA), on behalf of the Office of the Secretary of War (OSW), is conducting market research to identify potential contractors capable of providing specialized legal research resources. This initiative aims to support the Defense Contract Management Agency (DCMA) by supplying web-accessible subscriptions to CyberFeds Online. The overarching goal is to enhance the agency's capabilities in managing federal employment law cases and administrative functions through comprehensive and up-to-date legal resources.

The contract requires the delivery of 55 individual user subscriptions to CyberFeds Online, a platform that offers searchable databases containing summaries and full text of federal employment case law. The service includes a variety of research tools, such as desk guides, articles, secondary materials, and forms that are crucial for effective legal research. Additionally, users will benefit from daily updates on case law developments, ensuring that all information remains current and relevant.

Under this firm fixed price (FFP) contract, the contractor will be responsible for providing these services over a period spanning one base year with four additional 12-month option years. The place of performance is designated at Fort Lee, Virginia. The service delivery must align with specific technical capabilities outlined in the solicitation, ensuring robust access to legal databases and comprehensive research functionalities.
