OSHA HAZWOPER Training

HAFE09-17-Q-0006 is hereby issued as a Request for Quote (RFQ). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005 - 95 (19 January 2017). This acquisition will be competed under North American Industry Classification System (NAICS) code 611430 which corresponds with a small business size standard of $11,000,000.00.

This procurement is for an Occupational Safety and Health Administration (OSHA) certified Hazardous Waste Operations and Emergency Response (HAZWOPER) training 24- and 40-hour courses. One of the top FEMA Region IX, Regional Administrator priorities is increasing tribal capabilities. The FEMA Region IX tribal program accomplishes this priority by providing technical assistance and training programs that enable tribal governments to build and maintain high quality emergency management programs. The period of performance shall to complete the three (3) training classes conducted August 7, 2017 to 31 December 2017.

The Government contemplates to award a single Firm-Fixed Price (FFP) purchase order. This procurement is being conducted using the Simplified Acquisition Procedures authorized in FAR Part 13. Quotes shall be evaluated using the Lowest Price Technically Acceptable (LPTA) selection process.

Instructions: Offerors shall submit a FFP quote in accordance with the attached RFQ, SF 1449, and Statement of Work. Partial quotes will not be evaluated by the Government. Award will be made to the acceptable offeror with the lowest evaluated price, which is deemed responsible in accordance with the FAR and whose quote conforms to the requirements.
