OSD NGA - Archimedes 2 - MRAS

The Office of the Secretary of Defense (OSD), in collaboration with the General Services Administration (GSA), is conducting market research to support the National Geospatial-Intelligence Agency's (NGA) Archimedes project. This initiative aims to enhance the integration, oversight, and governance of NGA's systems architecture and engineering efforts. The project focuses on developing a comprehensive Digital Twin of NGA's IT enterprise, which will serve as a foundation for all integration activities, enabling data-driven decision-making, automated testing through modeling and simulation, and streamlined technology governance.

The Archimedes effort seeks to optimize NGA's systems architecture by providing contractor-led integration that ensures visibility for government oversight. This involves establishing a secure, federated, data-centric GEOINT architecture that delivers timely geospatial intelligence across all mission domains. The approach leverages cloud technologies, advanced analytics, and global collaboration to support national security objectives efficiently. To achieve these goals, NGA plans to implement a two-contract solution: one focusing on enterprise-level engineering and another on segment-level engineering in support of Program Executive Offices (PEOs). Both contracts will be incentivized to ensure collaboration among contractors.

Background challenges include ineffective government oversight due to fragmented contract management characterized by 21 individual contracts operating in silos under various IDIQs. This disjointed approach has led to inefficiencies in integration and governance activities. By consolidating these efforts under the Archimedes project, NGA aims to establish a unified engineering vision that enhances communication between teams and streamlines resource management processes.

The solicitation outlines specific technical capabilities required from potential contractors. These include experience with full lifecycle systems engineering processes such as requirements analysis and architecture development; proficiency with Model-Based Systems Engineering (MBSE) tools; and expertise in modernizing legacy software systems using DevSecOps practices. Contractors are also expected to demonstrate their ability to integrate diverse systems securely while leveraging cloud platforms like AWS or Azure effectively.
