OSD - Naval Health Clinic Oak Harbor Laundry Services - MRAS

The General Services Administration (GSA), on behalf of the Office of the Secretary of Defense (OSD), is conducting market research for a contract aimed at providing essential services to the Naval Health Clinic Oak Harbor (NHCOH) in Washington. The primary objective of this contract is to secure reliable medical laundry services, which are critical for maintaining hygiene and operational efficiency within the healthcare facility. This effort aligns with broader goals of ensuring that military health facilities adhere to stringent cleanliness standards while optimizing resource management.

The scope of work involves a comprehensive laundry service that includes the collection, cleaning, sterilization, and delivery of linens used by NHCOH. The contractor will be responsible for picking up soiled linens each Tuesday from Building 993 at NHCOH and returning them in a clean state by noon on the same day, excluding federal holidays. All transportation and handling equipment must be provided by the contractor, as government-owned equipment will not be available for use. This requirement underscores the importance of contractors having adequate resources and infrastructure to support their operations independently.

To ensure compliance with healthcare standards, all laundering processes must adhere to specifications outlined in MIL-STD 665D and relevant guidelines from entities such as the Centers for Disease Control (CDC) and The Joint Commission (TJC). Contractors are expected to implement rigorous procedures for sorting, processing, and storing linens in accordance with these regulations. Additionally, they must maintain detailed records of linen counts during both pickup and delivery phases, facilitating accurate inventory management and accountability.

Quality assurance is a critical component of this contract. Should any items fail to meet cleaning standards as identified by Quality Assurance Personnel (QAP), contractors are required to re-clean these items at no additional cost to the government. Such items must be clearly labeled as "re-cleaned" upon return. The meticulous packing and bundling procedures specified aim to ensure that all laundered items are organized by size, color, content, and finishing codes before being returned to NHCOH.
