OSD - Infrastructure As A Service Solution - MRAS

The Office of the Secretary of Defense (OSD), through the General Services Administration (GSA), is conducting market research to support a solicitation for the Defense Intelligence Agency (DIA). The primary goal of this initiative is to enhance mission resilience and operational continuity by establishing redundant Infrastructure as a Service (IaaS) capabilities. This effort is crucial due to the evolving threat landscape and the increasing reliance on digital infrastructure for intelligence operations. The project aims to ensure uninterrupted intelligence operations, safeguard critical data assets, and enable rapid recovery in case of natural disasters, cyber incidents, or other unforeseen circumstances.

The scope of work involves designing and implementing fully redundant IaaS environments at designated sites that mirror the hardware specifications of DIA's primary production environment. This includes transferring support responsibilities for existing sites and acquiring necessary software to facilitate seamless operations and automated replication across all locations. The contract also encompasses enterprise-grade virtualization platform licensing across multiple geographically dispersed sites, maintaining a Recovery Point Objective with automated replication software, and providing comprehensive management and monitoring tools.

This initiative directly supports DIA's strategic objectives by reducing service disruption risks and enhancing data sharing capabilities. It aligns with ongoing efforts to modernize defense intelligence systems under the direction of CIOs DODIIS modernization efforts. Additionally, standardized hardware will be deployed to support multiple virtual machines, networks, storage solutions, along with a 24/7 support team ensuring continuous operation.

To achieve these goals effectively, vendors will need to conduct initial site assessments at locations designated by DIA. These assessments will help outline how vendors can meet specific requirements at each site while addressing identified vulnerabilities in current disaster recovery frameworks.
