Description

The Defense Health Agency (DHA), under the Office of the Secretary of Defense (OSD), is seeking to enhance its TRICARE program through a comprehensive support initiative known as Health Plan Innovation Support (HPIS) 2.0. This effort is part of a larger strategy to provide innovative health care solutions and strategic initiatives for TRICARE, which serves approximately 9.6 million beneficiaries, including active duty and retired military personnel and their families. The General Services Administration (GSA) is currently conducting market research to identify potential contractors capable of delivering subject matter expertise across various facets of the TRICARE program.

The scope of work encompasses providing ongoing expert support in areas such as military medical readiness, beneficiary choice optimization, adoption of industry business standards, and private sector integrated care. Specifically, this includes developing innovative methods for administering TRICARE contracts, structuring reimbursement models for private sector health care providers, and ensuring seamless integration between military medical treatment facilities and private sector operations. The goal is to enhance the efficiency and effectiveness of the TRICARE program by leveraging best practices from both governmental and commercial sectors.

Additionally, the DHA seeks expertise in managing pharmacy benefits under the TRICARE Pharmacy Program through its TPharm contract initiatives. This involves supporting high-value patient-centric services that integrate direct care with private sector operations to improve health outcomes and readiness. Key objectives include enhancing beneficiary choice, adopting industry standards for data communication, optimizing pharmacy benefits coordination with medical benefits, and implementing cost-effective solutions while maintaining high-quality service delivery.

Overall, this initiative aims to ensure that DHA can effectively adapt its healthcare delivery models in response to evolving mission requirements while maintaining a focus on delivering high-value care to its beneficiaries. The selected contractors will play a crucial role in supporting DHA's strategic objectives by providing technical expertise and innovative solutions throughout all phases of contract development and implementation within the TRICARE program.
