OSD - Fats & Bones, Used Rotisserie Chicken Oil Removal - MRAS

The General Services Administration (GSA), on behalf of the Office of the Secretary of Defense (OSD), is conducting market research to identify capable contractors for a specific waste management service. The primary goal is to ensure efficient and compliant removal and disposal of animal and fish by-products, as well as used rotisserie chicken oil, from Defense Commissary Agency (DeCA) locations. This initiative supports DeCA's commitment to maintaining high sanitation standards while adhering to environmental regulations.

The scope of work involves comprehensive services for the collection, transportation, and disposal of supermarket by-products such as fats, bones, and used cooking oils. Contractors are expected to provide all necessary personnel, equipment, supervision, and transportation services to execute these tasks effectively. The work includes handling various types of by-products like chicken, pork, beef, lunch meat, fish, sausages, and specifically used rotisserie chicken oil. These materials must be processed at licensed facilities that comply with federal regulations.

Contractors will be responsible for ensuring compliance with all relevant local, state, and federal laws concerning waste management practices. This includes obtaining necessary permits without imposing additional costs on the government. The contractor must also maintain cleanliness standards during transportation to prevent contamination or spillage and ensure that any damaged equipment is repaired or replaced promptly.

Additionally, contractors are tasked with returning work areas to their original condition post-service delivery. They must also use materials in accordance with applicable laws at all stages of handling until final disposal.
