The Defense Logistics Agency (DLA) is seeking a contractor to provide building control systems and utility control systems (BCS/UCS) maintenance services for wastewater and potable water systems. The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with routine and ad-hoc components. The contractor will be responsible for the operation, maintenance, repairs, service, testing, inspection, and certification of the wastewater and potable water systems at various DLA locations, including DLA Distribution Depot in San Joaquin, CA and DLA Distribution Depot Susquehanna in PA. The contractor will need to provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to perform the required services. The contract will also include cybersecurity requirements to ensure the protection of the control systems.

The objective of this contract is to connect different types of control systems into a central user-operated front end to improve operational control and monitoring capabilities for DLA's infrastructure. Previously, DLA sites had purchased BCS/UCS technology from different manufacturers, leading to multiple contracts and specialized contractor support. This enterprise solution aims to streamline program management and improve cyber security measures across all BCS/UCS platforms within the enterprise. The contractor will be responsible for day-to-day operations and monitoring, scheduled preventive maintenance, repairs and replacements as needed, maintaining records and inventory of supplies, compliance with regulations, training of personnel, and reporting.

The performance work statement includes detailed requirements for the contractor's responsibilities in areas such as security/cybersecurity measures, administration (including period of performance and pricing guidelines), quality control plan, contractor information (including training and certifications), pre-award contractor information (such as program management support), as well as descriptions of services/introduction/background info/objectives/definitions/roles and responsibilities. The contract will have a combination of firm-fixed price (FFP) and IDIQ components, with the FFP covering preventive maintenance, minor repairs, service, testing, inspection, and certifications, while the IDIQ component will address major repairs. The contract will also include provisions for replacement, modernization, and renovation of systems and equipment.
