OSD DFAS Unisys Migration - MRAS

The General Services Administration (GSA), on behalf of the Office of the Secretary of Defense (OSD), is conducting market research to explore solutions for migrating systems currently hosted on a Unisys platform. This effort is part of a broader initiative by the Defense Finance and Accounting Service (DFAS) to modernize its information technology infrastructure. The primary goal is to transition legacy systems, such as the General Accounting and Finance System - Reengineered (GAFS-R) and Headquarters Accounting Reporting System (HQARS), into modern, efficient environments that support future cloud migration while maintaining essential functionalities.

The scope of work includes identifying suitable target environments for cloud migration that accommodate COBOL programming language. Respondents are asked to describe their recommended solutions for migrating key components including hardware platforms, application software, databases, user interfaces, batch job scheduling systems, and security frameworks. The solicitation emphasizes the need for solutions that incorporate high-performance file systems or databases and robust system change/configuration management practices.

Additionally, the GSA seeks detailed insights into respondents' experience with Agile Scrum Methodology in delivering comprehensive IT solutions. This includes addressing DevOps or DevSecOps capabilities, continuous integration/continuous deployment (CI/CD) processes, environment management from development through production stages, and risk mitigation strategies associated with these methodologies. The RFI also calls for information on previous experiences re-hosting similar-sized software off Unisys platforms to new environments.

Another critical aspect of this market research involves cost analysis. Respondents are required to provide detailed cost models for each proposed solution option. This should include a breakdown of one-time versus recurring costs and any external costs involving other organizations like DISA. Furthermore, the GSA requests recommendations on labor categories necessary to support these initiatives along with labor cost estimates. Finally, respondents are encouraged to offer additional suggestions or capabilities that could help DFAS reduce system costs or enhance support efficiencies in maintaining future state system capabilities.
