OSD - Cloud Tenant Infrastructure Support - MRAS

The General Services Administration (GSA), on behalf of the Office of the Secretary of Defense (OSD), is conducting market research to support the Defense Finance and Accounting Service (DFAS). The mission of DFAS is to lead the Department of Defense in finance and accounting by providing efficient, high-quality pay and financial information services. Established in 1991, DFAS was created to reduce costs and improve financial management within the DoD by consolidating finance and accounting operations. With a workforce of approximately 12,455 personnel spread across ten offices, DFAS plays a critical role in managing significant financial transactions for DoD.

In fiscal year 2022 alone, DFAS processed over 135 million pay transactions, managed $1.08 trillion in military retirement and health benefits funds, and accounted for $542 billion in foreign military sales. To continue delivering first-class service while modernizing its operations, DFAS is seeking support for its Cloud Tenant Infrastructure Support Team. This initiative involves transitioning its current Defense Retired and Annuitant Pay System (DRAS) to a modernized cloud-based system known as DRAS-Modernization (DRAS-M).

The DRAS-M project aims to eliminate redundancies and consolidate mainframe submodules into a secure cloud environment provided by a commercial Cloud Service Provider (CSP). The new system will be hosted within a Secure Cloud Computing Architecture (SCCA) that complies with Department of Defense security standards at Impact Level 5. This architecture will include essential components such as a Cloud Access Point, Virtual Data Center Security Stack, Managed Services, and integration with the DoD Trusted Cloud Credential Manager.

Key responsibilities for contractors will involve maintaining secure connections between DRAS-M tenant environments and existing DoD networks while ensuring compliance with stringent cybersecurity protocols. Contractors are expected to manage transitions efficiently from existing providers to new systems without service disruption while meeting performance thresholds outlined in the Performance Work Statement. This effort is crucial for enhancing DFAS's capability to deliver accurate financial services efficiently across its operations.
