Organic Precision Fires – Light (OPF-L) - Request for Proposals (RFP)   4

Background
The Marine Corps Systems Command seeks to award an Indefinite Delivery/Indefinite Quantity contract to field the Organic Precision Fires–Light system. The OPF-L provides a mobile precision loitering munition capability including live and inert rounds, ground control stations, ancillary equipment, batteries, training and test support.

This system enhances Marine Corps organic precision fires.

Work Details
The contract will procure the following under firm-fixed-price Delivery Orders:

Delivery Order #1 (contract minimum) includes 90 All-Up Rounds, 37 inert rounds, 12 Ground Control Stations, 4 ancillary equipment sets, 10 loitering munition batteries, training and support for testing. Delivery Order #2 includes 90 All-Up Rounds, 37 inert rounds, 12 Ground Control Stations, 4 ancillary equipment sets, training and support for testing.

Individual stepladder-priced CLINs cover live munitions, inert munitions, ground control stations, ancillary equipment (with SLINs per item), spares kits, individual spares (per Attachment J.9), training, contractor logistic support repairs (Level 1 minor repair, Level 2 moderate repair, Level 3 major repair), travel (cost reimbursable for test support, estimated $600,000), engineering change proposals (CPFF), data deliverables, and option period quantities for all items. Stepladder pricing must include at least three quantity steps (minimum order 1, maximum undefined).

Period of Performance
Five-year base ordering period after contract award with a single three-year option period.

Delivery Order #1 initial delivery of 22 live loitering munitions within 120 calendar days, with the remainder delivered at a monthly rate of 15 loitering munitions, ramping to a minimum monthly rate of 75 loitering munitions, 27 Ground Control Stations, and 27 ancillary sets by FY26.

Place of Performance
Contractor facility (origin) and government-designated delivery locations (destination) FOB Destination as specified in each Delivery Order.

Bidder Requirements
Offerors must submit a Small Business Participation Plan and, if large, a Small Business Subcontracting Plan meeting specified percentage goals. They must comply with ISO 9001-2008 or higher quality management standards and flow down those requirements to subcontractors. Offerors must provide a CAGE Code to request access to the controlled performance specification and demonstrate an approved accounting system by furnishing a DCMA/DCAA business system disclosure statement.
