Introduction The Office of Contracts & Procurement (OC&P), on behalf of the Oregon Health Authority (OHA, ("Authorized Purchaser")), is issuing this Request for Quote (RFQ) for gaining responses from qualified General Services Administration (GSA) 70 Contractors for required professional services supporting Oregon State Hospital (OSH). OSH requires contractor services to provide Focused Market Research for a Scheduling and Time Tracking Solution for Oregon Health Authority, Oregon State Hospital (OSH) with locations in Salem, Junction City, and Pendleton, Oregon. 2. Background Information: OSH utilizes a Workforce Management solution to help the hospital meet operational quality care goals through technology designed specifically for the unique variables of the healthcare industry. The current scheduling and time tracking system for the OHA OSH has been in place since 2011 and is utilized by over 2300 hospital staff for staffing schedules, employee time, and attendance. The system is a multi-user data system that provides a centralized, hospital-wide staffing and time management solution. The SaaS staffing and scheduling modules provide a method for managing unit staffing level and identifying causes of staffing shortfalls. The time and attendance module provides validation of time worked and streamlines timekeeping processes by automatically generating pay coding based on schedules, clock-ins and leave requests and applicable pay policies. Employees access the system via badge readers that are integrated throughout all OSH locations in Salem, Junction City, and Pendleton, Oregon. 3. Purpose: The objective of this RFQ is to obtain at least three Offers under GSA Schedule 70 covering the services for an experienced and qualified Contractor who will execute a contract with OHA for the delivery of professional market research, requirements development supporting RFP process and associated services for an OHA OSH Scheduling and Time Tracking Solution, more fully described below in Section 5.
