Synopsis:

NASA/NSSC has a requirement for ORCAlloy-21 Atomized and Coated Powder.

NASA/NSSC intends to issue a sole source contract to POWDER ALLOY CORPORATION, 101 Northeast DR Loveland, Ohio 45140, under the authority of FAR 12.102(a). It has been determined that POWDER ALLOY CORPORATION is the sole provider of ORCAlloy-21 Atomized and Coated Powder

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 331410.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Central Standard Time on 6/23/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

Work Details
The contract involves the procurement of ORCAlloy-21 Atomized and Coated Powder with specific requirements outlined in the Statement of Work (SOW). The powders must be produced using vacuum or inert induction melting utilizing gas atomization in argon. The furnace charge for production will consist of master alloys, virgin melt stock, solid revert of controlled purity, or any combination thereof.

The powder must also meet specific particle size distribution requirements as detailed in Table 2 and must be primarily spherical in shape, free of significant satellite particles, and have smooth surfaces.

Period of Performance
The powder shall be delivered to MSFC within 14 weeks of authority to proceed (ATP).

NASA Marshall Space Flight Center (MSFC), Huntsville, Alabama.

Bidder Requirements
The vendor must provide ORCAlloy-21 powder that meets the specified chemical composition and particle size distribution requirements as outlined in the SOW, including certification for each powder lot per ASTM standards.
