The Space and Missile Systems Center's (SMC) Launch Enterprise, Small Launch and Targets Division, Rocket Systems Launch Program (RSLP), at Kirtland Air Force Base, New Mexico, is releasing a Request for Proposal (RFP) for the Orbital Services Program-4 (OSP-4), multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. The RFP is included as an attachment to the announcement. The first minimum award task order is also attached. All qualifying offerors awarded a basic contract will be awarded a Launch Service User Guide Study Task order. This is not a small business set-aside; however, responses from small and small disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees.

The OSP Bidder's Library is now accessible to interested parties by request only. The library provides a collection of relevant program guidance and reference documents not generally available to the public, to which offerors may need access in order to develop high quality proposals. The OSP-4 Bidder's Library will be mailed to a specified address via a compact disc. Parties interested in accessing the OSP-4 Bidder's Library should send their requests to the email addresses below. The requests should include: company name; Commercial and Government Entity (CAGE) code; and point-of-contact name, email and phone number. Foreign firms are advised they will not be allowed to participate in this acquisition at the prime contractor level.
Update on First Mission Task Order under OSP-4, Space Test Program Small Spacelift #28 (STP-S28)

The final Fair Opportunity Proposal Request (FOPR) for STP-S28 will be released within 15 calendar days directly to offerors that submit a proposal for OSP-4. However, only qualifying offerors on the OSP-4 IDIQ will be considered for the STP-S28 mission task order award.

The Orbital Services Program-4 (OSP-4) is managed by the U.S. Air Force Space and Missile Systems Center (SMC) Launch Enterprise, Small Launch & Targets Division.

It aims to provide innovative, resilient, and affordable launch solutions for the Department of Defense, Intelligence Community, and U.S. Government, complementing the National Security Space Launch program.

Work Details
The OSP-4 program provides flexible small launch capabilities using Spacelift System designs based on commercial and/or Government Furnished Property motors.

It delivers payloads ranging from 400 pounds to Low Earth Orbit (LEO) up to approximately 8,000 pounds to Geostationary Transfer Orbit (GTO).

The program supports dedicated and primary launch services and may involve multiple Spacelift Systems for certain missions.
