Oracle Pool 1 Task Order

Background
The U.S. Department of Agriculture (USDA), through the Office of Assistant Chief Information Officer (ACIO) and the Digital Infrastructure Services Center (DISC), is issuing a Justification for Other than Full and Open Competition for a Basic Ordering Agreement (BOA) Task Order to Oracle America, Inc. This action is part of the STRATUS Pool 1 initiative aimed at providing cloud provisioning services through Direct Hyperscale Cloud Service Providers (CSPs).

The justification focuses on the need for rapid access to innovative cloud services as USDA transitions to a more integrated cloud solutions organization.

Work Details
The contract will involve the following tasks and services:
1. Provisioning of Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) capabilities tailored for USDA's decentralized IT environment.
2. Implementation of advanced data analytics services that support batch and streaming analytics, predictive analytics, machine learning, and Artificial Intelligence (AI).
3. Establishment of security measures that ensure compliance with OMB, NIST, and USDA policies, including root account access control and automated threat identification.
4. Development of a direct relationship with Oracle Cloud Infrastructure (OCI) to facilitate efficient management of cloud services across various USDA Mission Areas.
5. Creation of standardized mechanisms for activating, deactivating, and provisioning cloud services while ensuring data ownership remains with USDA.

Period of Performance
The period of performance will be adjusted to allow for flexibility in accommodating projected growth in cloud adoption within Pool 1, enabling better negotiating leverage with CSPs and minimizing disruption during the transition from FCHS to Stratus.

Place of Performance
The contract will be performed at various USDA locations as required by the nature of the cloud services being provided.
