This is a Request for Information (RFI) -- hereinafter Notice. This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor a promise to issue a solicitation in the future. The purpose of this RFI is for the Government to obtain knowledge and information for project planning purposes only.

No proprietary, classified, confidential, or sensitive information should be included in responses to this Notice, unless otherwise appropriately marked by the Respondent. The Government reserves the right to use any non-proprietary technical information received in response to this Notice in any resultant solicitation(s). At a summary level, the Government has interest in and is seeking information regarding the capability of firms who can provide services pertaining to Oracle Enterprise License Agreements and Maintenance.

Background
The Internal Revenue Service (IRS) administers United States tax laws and collects the revenues that fund most government operations and public services. The IRS provides services to millions of taxpayers to help them understand and meet their tax obligations, seeks to deter tax evasion, and pursues violators of tax laws.

The IRS relies on various computer-based tools and technologies, including Commercial-Off-The-Shelf (COTS) software, which requires licenses and maintenance for effective operation. This Request for Information (RFI) aims to gather knowledge regarding firms capable of providing Oracle Enterprise License Agreements and Maintenance Support.

Work Details
The IRS has a requirement for continued software maintenance support for Oracle brand software products for FY26. The contractor will provide software license maintenance and upgrades under Oracle Premier Support.

The following products are included in the IRS Enterprise License Program Bundle:
- Oracle Database Enterprise Edition
- Oracle Database Enterprise Edition on Engineered Systems
- Oracle Internet Application Server Enterprise Edition
- Oracle Partitioning
- Oracle Tuning Pack
- Oracle Diagnostics Pack
- Oracle Advanced Security
- Oracle Advanced Compression
- Oracle Active Data Guard
- Oracle GoldenGate
- Oracle Real Application Clusters (RAC)
- Oracle RAC One Node
- Oracle Management Pack for Oracle GoldenGate.

The contractor must provide maintenance on Tier 2 databases used in IRS tax processing projects, ensuring compliance with security guidelines. Services include 24/7 technical assistance, access to upgrades prior to public release, support for prior versions of software, and guarantees for use in virtualization environments.

Base Year: January 01, 2026 thru December 31, 2026; Option Year 1: January 01, 2027 thru December 31, 2027; Option Year 2: January 01, 2028 thru December 31, 2028; Option Year 3: January 01, 2029 thru December 31, 2029; Option Year 4: January 01, 2030 thru December 31, 2030
