Description

This is a combined synopsis/solcitation. Please see the RFQ and Attachments.

Background
The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Response and Restoration (OR&R) is responsible for spill preparedness and response, hazardous waste site investigation, environmental damage assessment, coastal ecosystem restoration programs, and marine debris programs.

OR&R addresses environmental threats from both natural and technological hazards, including oil and chemical spills. This contract aims to provide scientific and technical support focused on assessing chemical hazards related to oil and hazardous materials pollution, which is essential for OR&R to meet its mission goals and statutory mandates.

Work Details
The contractor will provide scientific and technical support primarily to the Emergency Response Division (ERD) of OR&R. Key tasks include:

- Assessing risks to the public from volatile chemicals;
- Predicting volatilization rates, air dispersion, and transport;
- Evaluating environmental impacts from chemicals in surface waters;
- Identifying potential hazards from fires or explosions;
- Discussing environmental and human toxicity from pollutants;
- Providing information on physical properties of chemicals;
- Translating scientific findings into guidance documents for responders;
- Offering analytical lab support during pollution emergencies;
- Advising on chemical analysis methods;
- Interpreting analytical results;
- Using oil fingerprinting methods to match field samples with known sources; and
- Occasionally providing on-scene scientific support during incidents.

The contractor must be prepared to respond quickly during emergencies while also handling non-time-critical tasks.

Period of Performance
The period of performance for this contract is from January 1, 2026, to December 31, 2030.

Place of Performance
The contract will be performed at various locations as specified in individual task orders.
