Description
Background The Army Contracting Command – Detroit Arsenal (ACC-DTA) is issuing Request for Proposal (RFP) W56HZV-22-R-0026 for the Optionally Manned Fighting Vehicle (OMFV) Phase 3 and 4 Detailed Design, Prototype Build and Test Effort.
The goal of this contract is to implement a digital acquisition program that streamlines documentation while providing the U.S. Government with enhanced insight into the design process, ultimately improving cost, schedule, and performance.
Work Details The contract encompasses the Detailed Design and Prototype Build and Test of the OMFV. Key requirements include: 1. Compliance with specifications in Attachments 0008 (OMFV Objective Architecture) and 0029 (Classified Specification). 2. Development of a Digital Engineering Management Plan (DEMP) as per CDRL E002. 3. Creation of an integrated System Architecture Model according to CDRL E041. 4. Execution of modeling, simulation, and analysis (MS&A) throughout the program lifecycle. 5. Delivery of various technical data and software as specified in the SOW and CDRLs, including: - Night Vision - Integrated Performance Model - Active Protections System Performance Data - Armor Recipe Characteristics - Underbody Analysis Data Instructions - Thermal Signature Analysis - Vehicle Vulnerability Analysis MS&A Inputs 6. Development of Logistics Support Analysis (LSA) Reports including provisioning requirements and part numbers. 7. Participation in Program Coordination Meetings every three weeks post-award.
Place of Performance The primary place of performance is at Detroit Arsenal, MI.

Note: All previously released OMFV Attachments are considered obsolete/superseded by this RFP W56HZV-22-R-0026 and associated attachments released with this posting. Additionally, classified information must be handled in accordance with the NISPOM Rule and the DD254 (Attachment 0072). Classified information will only be released to Offerors holding the appropriate Facility Clearance.
Instructions for Requesting Unclassified Controlled Information (CUI)/Classified
CUI Requests: CUI Requests: The USG will send updated/revised CUI Attachments to organizations that previously received CUI from the 17 June Draft Request for Proposal (DRFP). If your organization did not receive CUI Attachments from the 17 June DRFP and your organization would like to receive a document that is CUI, please send an email to usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@army.mil following the below instructions:
1. The subject line of your email shall state (exclusive of the parenthesis): "(Company Name) Request Copy of the CUI Attachment XXXX, XXXX, and XXXX".
2. The body of your email should list each CUI document requested (Attachment Number and Title) and provide explanation of your governmental purpose for documents.
3. Your email must also include the following information (when emailing attachments please ensure they are in a .doc, .docx, or .pdf file format):
A. Company name, address, and corresponding CAGE code.
B. A copy of your DD2345, Militarily Critical Technical Data Agreement, approved by the Joint Certification Office (JCO).
C. Indicate if you are interested as Prime or Subcontractor . Prime means the offeror, the entity that would be awarded the U.S. Army contract. Subcontractor means any team member, supplier, distributor, vendor, or firm that furnished supplies or services to or for a prime contractor or another subcontractor
Classified Requests: If your organization would like to receive a document that is Classified, please send an email to usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@army.mil following the below:
1. The subject line of your email shall state (exclusive of the parenthesis): "(Company Name) - Request copy of the Classified Attachment XXXX, XXXX, and XXXX".

B. Verification of an approved SECRET Facility Clearance (i.e., National Industrial Security System (NISS) document)
C. If you have certification of classified processing, please provide your Defense Counterintelligence and Security Agency (DCSA) Authorization to Operate (ATO).
D. Facility Security Officer (FSO) and contact information
E. DCSA Representative name and contact information
F. National Interest Determination (NID) certification (for foreign own companies)
