17 June 2022: Update to OMFV Draft Request for Proposal

1.0 Description of Intent:

Army Contracting Command Detroit Arsenal (ACC-DTA) in support of the Program Manager Maneuver Combat Systems (PM MCS) is releasing an update to the OMFV Draft Request for Proposal (DRFP) W56HZV-22-R-0026. The update revises the vehicle prototypes to 11 and between a base effort and an option (7 prototypes for the base effort and up to 4 for the option). DRFP Sections C, L, and M have been updated based on industry feedback.

The following attachments are revised since release of the April DRFP and available upon request:

• Attachment 0009, DevSecOps Environment (CUI)
• Attachment 0027, VATEP Workbook (CUI)
• Attachment 0051, Production Prove-Out Test Schedule (CUI)
• Attachment 0097, OMFV Digital Engineering Strategy (CUI)

2.0 Industry Feedback/Comments Deadline for Submission:

Industry Feedback/Comments on the updates may be provided no later than 1200 local time on Wednesday, 22 June 2022. Comments are to be provided within a Comment Resolution Matrix (CRM) MS Excel Spreadsheet (filename: (Blank)* CRM for OMFV DRAFT RFP.xlsx).

*Replace (Blank) with Company Name when submitting your CRM to the Government.

1. Method of Delivery for Industry Feedback/Comments:

Unclassified CRM responses shall be sent via email to the OMFV Mailbox at usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@army.mil. CRM responses that contain CUI Information shall be sent by DoD SAFE to the OMFV Mailbox. Please contact the OMFV Mailbox 48 hours prior to submission for a DoD SAFE Link. All responses must be unclassified.

4.0 Instructions for Requesting Unclassified Controlled Information (CUI)/Classified

CUI Requests : If your organization would like to receive a document that is CUI, please send an email to usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@army.mil following the below:

1. The subject line of your email shall state (exclusive of the parenthesis): "(Company Name) Request Copy of the CUI Attachment XXXX, XXXX, and XXXX".
2. The body of your email should list each CUI document requested (Attachment Number and Title) and provide explanation of your governmental purpose for documents.
3. Your email must also include the following information (when emailing attachments please ensure they are in a .doc, .docx, or .pdf file format):
4. Company name, address, and corresponding CAGE code.
5. A copy of your DD2345, Militarily Critical Technical Data Agreement, approved by the Joint Certification Office (JCO).
6. Indicate if you are interested as Prime or Subcontractor . Prime means the offeror, the entity that would be awarded the U.S. Army contract. Subcontractor means any team member, supplier, distributor, vendor, or firm that furnished supplies or services to or for a prime contractor or another subcontractor

Note: The requested document will be sent to only the Data Custodian listed on the DD2345.
