18-May-2022: OMFV Performance Specification (P-Spec) Rev004

1.0 Description of Intent

Army Contracting Command Detroit Arsenal (ACC-DTA) in support of the Program Manager Maneuver Combat Systems (PM MCS) is releasing a Pre-Notice of its intent to release the Controlled Unclassified Information (CUI)/Classified OMFV P-Spec Rev004, on Friday, 20 May 2022 for industry feedback/comments.

The CUI OMFV P-Spec format is SysML (mdzip file) and the Classified OMFV P-Spec format is PDF. Software that can open SysML files (mdzip) are MagicDraw, Cameo Systems Modeler, or Cameo Enterprise Architect.

Requests for the CUI/Classified OMFV P-Spec Rev004 by Industry is encouraged as soon as possible using Instruction in Section 4.0 below.

2.0 Industry Feedback/Comments Deadline for Submission:

Industry Feedback/Comments on the CUI/Classified OMFV P-Spec Rev004 are to be provided no later than 1200 local time on Tuesday, 31 May 2022. Comments are to be provided within a Comment Resolution Matrix (CRM) MS Excel Spreadsheet for OMFV P-Spec Rev004 (filename: (Blank)* CRM for PSPEC Rev004.xlsx).

*Replace (Blank) with Company Name when submitting your CRM to the Government.

3.0 Method of Delivery for Industry Feedback/Comments:

1. Unclassified CRMs shall be sent via email to the OMFV Mailbox at usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@army.mil. CRMs that contain CUI Information shall be sent by DoD SAFE to the OMFV Mailbox. Please contact the OMFV Mailbox 48 hours prior to submission for a DoD SAFE Link.

2. All classified information shall be sent by any approved method referenced in the NISPOM rule to the MCS-OMFV classified mailing address below. The preferred method of delivery for classified information is by US mail, for example, USPS Registered Mail or USPS Express Mail delivery. Use the below mailing address:

4.0 Instructions for Requesting CUI/Classified OMFV P-Spec Rev004

CUI OMFV P-Spec Rev004: If your organization would like to receive the CUI OMFV P-Spec Rev004, please send an email to usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@army.mil following the below:

1. The subject line of your email shall state (exclusive of the parenthesis): "(Company Name) - Request copy of the CUI OMFV P-Spec Rev004 ".

2. The body of your email should provide an explanation of your governmental purpose for this document.

3. Your email must also include the following information (when emailing attachments please ensure they are in a .doc, .docx, or .pdf file format):

A. Company name, address, and corresponding CAGE code.

B. A copy of your DD2345, Militarily Critical Technical Data Agreement, approved by the Joint Certification Office (JCO).

C. Indicate if you are interested as Prime or Subcontractor . Prime means the offeror, the entity that would be awarded the U.S. Army contract. Subcontractor means any team member, supplier, distributor, vendor, or firm that furnished supplies or services to or for a prime contractor or another subcontractor

B. Verification of an approved SECRET Facility Clearance (i.e., National Industrial Security System (NISS) document)

F. National Interest Determination (NID) certification (for foreign own companies)

1.0 Description of Intent

This post releases the Draft Request for Proposal (RFP) W56HZV-22-R-0026 for the Detailed Design, Prototype Build and Test Phase of the Optionally Manned Fighting Vehicle (OMFV) to interested parties for review.

Section J of the Draft RFP W56HZV-22-R-0026 identifies which attachments are Unclassified Controlled Information (CUI)/Classified. See Paragraph 4.0 for the Instructions on how to request CUI/Classified.

Please note that the there are no updates to the OMFV Objective Architecture Performance Specification (P-Spec) Rev003 (Attachment 0008) Classified OMFV P-Spec Rev003 (Attachment 0029), or Ground Combat Systems Common Infrastructure Architecture (GCIA) Rev002 (Attachment 0028) that were released previously on 28 February 2022. These documents are available upon request for those who did not previously receive a copy.

2.0 Industry Feedback/Comments Deadline for Submission:

Industry Feedback/Comments on the Draft RFP are to be provided no later than 1200 (EDT) on 2 May 2022. Comments should be recorded within the appropriate Comment Resolution Matrix (CRM) MS Excel Spreadsheet. Included within this posting are a template CRM for the OMFV P-Spec Rev003, GCIA Rev002, and DRFP W56HZV-22-R-0026. Replace (Blank) with Company Name when submitting your CRM to the Government.

A. Company name, address, and corresponding CAGE code.

Background

Work Details
The contract is for the Detailed Design, Prototype Build and Test Phase of the Optionally Manned Fighting Vehicle (OMFV). The contract requires detailed design activities to mature the OMFV designs and culminate in a critical design review (CDR). It also includes verification of performance against the performance specification, conducting a Limited User Test, and developing, maturing, and delivering a digital twin of the design. The contract also involves Provisioning Program, Logistics Support Analysis Reports, Information Assurance, Security Requirements, Business Management and Cost Reporting.

Period of Performance
The period of performance for the contract is from January 1, 2026 to December 31, 2026.
