This is a new requirement from Combat Air Forces (CAF) and Air Combat Command (ACC) to support the 127th Operations Group (127 OG) located at Selfridge ANG Base in Harrison Township, MI. Up to 85% of Air Force fighter pilots surveyed reported some type of spine discomfort during their career. The OHWS program is designed to meet the unique physical needs of the rated fighter pilot. These services are accomplished through a comprehensive, coordinated, multidisciplinary pre-habilitative physical training program with focused strength and conditioning, physical therapy and athletic training.

The program is designed to give fighter pilots the tools and access to professional athletic training, massage therapy and strength and conditioning to prevent future injury and increase quality of life.

The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified as Government Furnished, to perform on base injury prevention and mitigation, pre-habilitation services, and human performance optimization services to rated fighter pilot assigned to the 127 OG. The Contractor shall furnish consultation and reports, similar to the range of services found in a commercial facility, as well as services specialized to meet the needs of fighter pilots.

OHWS services shall be conducted in strict compliance with local, Air Force (AF), Department of Defense (DoD), Occupational Safety and Health Agency (OSHA), Michigan Occupational Safety and Health Agency (MIOSHA) standards.

Background

The Optimizing Human Weapon System (OHWS) program is designed to meet the unique physical needs of rated fighter pilots through a multidisciplinary "pre-habilitative" physical training program encompassing strength and conditioning, physical therapy, and athletic training. The program aims to provide tools and access to athletic training, massage therapy, and strength and conditioning to prevent future injuries and improve quality of life.

Work Details
Under this fixed-price contract the contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as Government Furnished, to perform on-base injury prevention and mitigation, pre-habilitation, and human performance optimization services to rated fighter pilots assigned to the 127 OG. Services shall be conducted in strict compliance with Air Force, Department of Defense, OSHA, and MIOSHA standards. Specific tasks include: initial assessment of each pilot; development of an Individualized Program (IP) within seven days of initial evaluation to increase physical conditioning and minimize neck/back injury risk; pre-habilitative evaluation/assessment; injury prevention; accommodation processes and implementation; ergonomic assessment and implementation; remedial training; and optimized performance physical training (e.g., strength and conditioning for fighter pilots).
Contractors shall furnish consultation and reports similar to commercial facilities and provide licensed Massage Therapists, licensed Athletic Trainers, and certified Strength and Conditioning Specialists. Each pilot will receive approximately two 30-minute massage therapy sessions, two 30-minute athletic training sessions, and two 30-minute strength and conditioning sessions per month, scheduled during pre- and post-flight operation hours with additional walk-in accommodations. Initial appointments shall be scheduled as soon as practical or upon medical referral, with follow-up appointments based on need and coordination with military or civilian healthcare teams.
The contractor shall furnish all non-GFP personal protective equipment, sanitation supplies, and specialized equipment to assess, monitor, and strengthen the neck, back, and spine. Government-furnished items include workspace, on-base gym facilities and general exercise equipment, pilot scheduling support, refuse collection, and security police and fire protection services.
