NOTICE OF INTENT TO SOLE SOURCE Purchase of Optimal Satcom Support Services

THIS IS FOR INFORMATIONAL PURPOSES ONLY.

Under the authority of FAR 6.302-1, the U.S Agency for Global Media (USAGM) intends to award, on a sole source basis, a contract to Optimal Satcom, Inc. 600 Herndon Parkway, Suite 100, Herndon, VA 20170.

The USAGM has a requirement for satellite communications (SATCOM) transmission engineering services to support the planning, designing, and modeling of carriers for transmission over commercial satellite transponders in support of the agency's broadcast mission. Reliable operation of USAGM's services over satellite requires advanced SATCOM engineering tools and systems, technical information on antennas and modems, and specialized SATCOM engineering expertise. USAGM has a requirement to transition to a SaaS (Software-as-a-Service) bundle which includes Optimal Satcom's hosting, maintenance, and upgrade of the transmission engineering remote software systems and associated databases; and providing associated SATCOM engineering support services to the agency. This is proprietary software.

The period of performance for the contract award will be five year (base and four options).

No substitution can be accepted. These are commercial items that will be acquired under FAR Part 13 procedure.

THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTES; a determination by the Government not to compete this proposed contract requirement based upon responses to this notice is solely within the discretion of the Government.

Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. Responses to this notice shall be received by May 29, 2023 at 10:00 am EST. All responses must be in writing only via email to the point of contacts specified in this notice.

Telephone requests or inquiries will not be accepted. Any cost associated with the preparation and submission of data or information or any other costs incurred in responding to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government.
