Optical Coherence Tomography with Angiography

Background
The Lawton Service Unit (LSU), which includes the Lawton Indian Hospital (LIH), Anadarko Indian Clinic (AIC), and the Carnegie Indian Clinic (CIC) under the Indian Health Services (IHS), has a requirement for the acquisition of an Optical Coherence Tomographer (OCT) with Angiography.

This acquisition is necessary to replace an existing device that has reached end-of-life and is no longer serviceable. The OCT is critical for high-resolution, rapid retinal imaging used in diagnosing and monitoring various ocular pathologies, including glaucoma and diabetic macular edema. The absence of a functional OCT significantly impairs the facility's ability to provide timely and accurate ophthalmic diagnostics and disease management for the IHS patient population.

Work Details
The contractor will be responsible for providing an Optical Coherence Tomographer (OCT) with Angiography capabilities. This includes ensuring that the device meets all necessary specifications for high-resolution retinal imaging.

The OCT must be capable of diagnosing and monitoring conditions such as glaucoma, diabetic macular edema, macular degeneration, and other ocular pathologies. The contractor must also ensure that the device is installed, operational, and that staff are trained in its use to facilitate effective patient care.

Bidder Requirements
Bidders must meet the definition of an 'Indian Economic Enterprise' as per HHSAR 326.601 throughout the contract period. This includes self-certification at the time of offer submission, at contract award, and during contract performance. Additionally, this opportunity is set aside for Indian Small Business Economic Enterprises (ISBEE).
