The Administration for Children and Families (ACF), Office of Head Start (OHS) is seeking specialized services in marketing, communications, and information technology to support the Head Start program. The purpose of this acquisition is to increase the visibility of the Head Start brand and maximize the distribution of materials and events. The Head Start program provides services to support early learning, health, and family well-being for vulnerable children. The Department of Health and Human Services (HHS) provides grants to local agencies to provide Head Start services. The Head Start Information and Communication Center (HSICC) is responsible for providing critical policy, guidance, and technical assistance to Head Start programs through websites, social media platforms, email services, and other communication channels. The contractor will be responsible for brand management, marketing and community building, content development, social media management, website management, technical operations, and project management. They will also be required to develop a comprehensive brand strategy, execute targeted marketing campaigns, improve content quality and consistency, enhance user experience, and provide regular reports on activities and performance metrics.
