The U.S. Office of Personnel Management (OPM) Facilities, Security, and Emergency Management (FSEM) is seeking software engineering services to support the OPM FSEM-CAP Dashboard. The dashboard is a tool developed by OPM to identify risks posed by COVID-19 to employees, visitors, and customers at OPM facilities. The vendor will provide operational support, general maintenance, software development, and enhancements for the dashboard using the Django Dashboard IDE. They will also maintain threat data obtained from government-sponsored data repositories and manually update mitigation data within the IDE. Additionally, the vendor will provide software development services, source code management hosted by GitHub, and Amazon Web Services (AWS) cloud-based support and database management.

The primary objectives of this opportunity include providing software engineering services for the OPM FSEM-CAP Dashboard using Django Dashboard IDE, maintaining threat and mitigation data, ensuring the automatic population of risk scores, maintaining the user interface of the dashboard, providing program repair services, and managing source code and cloud-based support. The vendor may also be required to assist with migrating the IDE to 365 Suite applications, support system database environments, implement future COVID requirements such as reporting and contract tracing programs, review system changes for compliance, develop backup and recovery procedures in the cloud environment, track cloud utilization and billing, and provide monthly status reports.

The contract performance will primarily take place at the vendor's facility or designated workplace. However, there may be occasions when contract personnel are required to work in government facilities or travel for in-person meetings. All contract personnel must undergo a Tier 2S Investigation and comply with federal IT security standards. The period of performance for this order is two years with a base period of 12 months and one option period of 12 months.
