Description

The U.S. Office of Personnel Management (OPM), through its Office of the Chief Financial Officer (OCFO), has implemented the Budget Management System (BMS) to streamline and enhance its budget formulation, analysis, and performance planning processes. This system is integral to achieving OPM's core business objectives related to performance budgeting. By leveraging the capabilities of BMS, OPM can efficiently develop and publish budget submissions for both the Office of Management and Budget (OMB) and Congress. The system automates various functions such as agency and Congressional Operating Plans, performance reporting, budget execution, and reporting dashboards.


The BMS is built on IBM Planning Analytics and Certent Disclosure Management (CDM), which facilitates financial system integration by reducing errors, increasing efficiency in budget execution, eliminating manual data entry, and providing data-driven insights for informed decision-making. Recently migrated to the OPM Azure Cloud environment on March 30th, this transition has bolstered OPM's security posture while offering enhanced scalability, performance controls, and cost-efficiency.


OPM is seeking application layer management support services for its BMS. The scope of work includes monitoring ongoing business operations within the system and resolving any issues that arise. Additionally, the support will involve addressing internal controls and audit remediation as well as managing enterprise risk to ensure compliance with relevant laws and regulations. Continuous business improvement activities are also a key component of this project; these include assessing business processes and documenting them for future reference.


The specific tasks involved in this support include preparing essential budget documentation such as the OMB Performance Budget which consolidates OPM's budget with its Annual Performance Plan and the Congressional Budget Justification (CBJ). The CBJ outlines funding requests along with planned uses aligned with OPM's mission. Furthermore, operating plans that collect monthly spending data are prepared to aid in executing cost dollars against proposed activities while providing high-level operational insights to Congress.
