OPM - Budget Management System O&M Support Services - MRAS

The U.S. Office of Personnel Management (OPM), through its Office of the Chief Financial Officer (OCFO), has initiated a solicitation for continued support services for its Budget Management System (BMS). This effort, facilitated by the General Services Administration (GSA) as part of its market research, aims to enhance and maintain BMS's capabilities in budget formulation, execution, and performance reporting. The BMS is an integral tool that supports OPM's mission by automating core financial reporting functions and integrating crucial financial data to align with strategic and congressional requirements.

The primary objective of this contract is to secure comprehensive application layer support for the BMS. This includes providing help desk services, system performance monitoring, security compliance checks, and business process improvement activities. The contractor will be responsible for all aspects of labor management and supervision required to support OPM's BMS operations. Key tasks include maintaining system functionality, assisting with transition processes, managing software licenses, conducting user training sessions, and generating various budget documentation such as the OMB Performance Budget and Congressional Budget Justification.

The scope of work also emphasizes developing budgets for different funds within OPM appropriated, revolving, and trust and creating models for budget formulation and execution. The contractor must ensure seamless integration with government payroll systems, human resources applications, accounting systems while enabling management decision-making through analytical tools. Additionally, standardizing budget processes across operations to facilitate better visibility into agency operations is a critical deliverable.

This firm-fixed-price contract will span a twelve-month base period from October 1, 2025, through September 30, 2026 with three additional twelve-month option periods extending through September 30, 2029. The work will primarily be conducted at the contractor's site but will require periodic meetings at OPM's Theodore Roosevelt Building in Washington D.C., or via virtual platforms as needed.
