Background
The Internal Revenue Service (IRS) requires facility operations and preventive maintenance services for the Memphis Internal Revenue Service Center (MIRSC) located at 5333 Getwell Rd, Memphis, TN 38118.

The goal of this contract is to ensure the effective operation, maintenance, and repair of building systems and equipment in accordance with the IRS Performance Work Statement entitled Operations, Maintenance and Repair (O&M) Services. This solicitation is a total Small Business Set-Aside.

Work Details
The contractor will be responsible for normal operations and maintenance of all building systems and equipment from the start of the base performance period. Key tasks include:
1. Conducting inspections to identify existing deficiencies and providing a report to the Contracting Officer's Representative (COR) within two weeks.
2. Correcting deficiencies as ordered by the COR, with costs exceeding $500 per repair considered additional work.
3. Providing monthly updates on deficiency status until resolved.
4. Establishing a Quality Control Plan (QCP) to ensure compliance with contract requirements.
5. Submitting contingency plans for unplanned events affecting operations.
6. Preparing detailed reports on additional services requested, including cost proposals based on subcontractor quotes.
7. Conducting a close-out inspection prior to contract expiration to identify any remaining deficiencies that must be corrected before final payment.
