Operations Development and Innovation III (ODIN III)

Background
The National Geospatial-Intelligence Agency (NGA) is conducting market research for a future contract titled Operations Development and Innovation III (ODIN III). The goal of this contract is to develop and deploy software that enhances open-source capabilities to support various mission requirements, including GEOINT Processing and Dissemination, Foreign Partner Sharing, Humanitarian Assistance, Disaster Response, Law Enforcement Support, and GEOINT AI development.

This RFI is intended to gather information from qualified vendors who can meet or exceed the outlined requirements.

Work Details
The ODIN III contract will involve the development and deployment of software solutions. The anticipated work includes enhancing existing capabilities such as Open Street Map (OSM), Mage, MapCache, Marlin, QGIS, and Ronin. The contractor will provide technical expertise to support mission requirements in the areas mentioned above.

The estimated value of the contract is approximately $50 million over a base period plus four option years. Specific requirements include:
- Prime Contractor must have an active Top-Secret Facility Clearance.
- All Key Personnel must have TS/SCI clearances.
- Contractor personnel performing classified work must have active TS/SCI clearances for access to NGA facilities and classified systems.
- Compliance with DD Form 254 - Contract Security Classification Specification is required.

Place of Performance
The bulk of the work will be performed at the contractor's facility. Secondary locations may include NGA designated facilities such as NGA Washington, NGA St. Louis, NGA Arnold, NGA Denver, customer sites upon government direction, and alternate work locations (telework) as directed by the government.
