1. Is the incumbent eligible to bid on this requirement?

1a. Answer: No
2. What is the best way to schedule a walk through for interested parties?

2a. Answer: The NRC will post a schedule for walk-throughs for interested parties after the solicitation has been released.

3. I am not able to find any defined labor categories and position descriptions. It would be great to get position descriptions.

3a. Answer: The labor categories and descriptions are included in the SOW and will be released with the RFP.

4. Outside of the two contractor FTEs are there any contractor support staff in region 4?

4a. Answer: There is no contractor support staff in region 4 at this time. At the option of the NRC and subject to the availability of funds the NRC may employ contractor support to the regional offices.

5. What percentage of the forecasted contract value is associated with technology refresh?

5a. Answer: 10%

6. $13M value: Given that the requirement is "Providing two full-time, on-site security-cleared contractor personnel" this seems rather a high value. Is this due to an increase in scope? Or because of Other Direct Costs (ODCs)?

6a. At the option of the NRC and subject to the availability of funds the NRC may issue task orders for all 4 IRCs, the estimate for this effort is $5.5M.

The U.S. Nuclear Regulatory Commission (NRC) intends to solicit offers for a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract, which will allow firm-fixed-price (FFP) and Time & Material (T&M)/Labor Hour (LH) task/delivery orders. The IDIQ contract will include a period of performance consisting of a base period of one year (beginning on or about February 1, 2016) and four one-year options to extend the term of the contract.

The objective of this procurement is to obtain 24 hours a day, 7 days a week operation support and maintenance for the Operations Center Information Management System (OCIMS). OCIMS is a General Support System (GSS) that is a collection of Information Technology and Information Management (IT/IM) systems. The components of the OCIMS systems and infrastructure are designed to support regulatory reporting, and also to facilitate communications related to events.

The scope of the contract may include:
- Providing two full-time, on-site security-cleared contractor personnel to operate, support and maintain OCIMS;
- Provide OCIMS-related IT integration services;
- Manage OCIMS component configurations and keep component system documentation;
- Acquire OCIMS System and Security Administration support;
- Maintain OCIMS in compliance with Federal IT Security, National Institute of Standards and Technology (NIST), and NRC standards;
- Support NSIR to maintain its OCIMS Authority To Operate (ATO)
- Maintain all OCIMS security documents in compliance with OCIMS ATO
- Acquire 24/7/365 support for OCIMS users, including systems and functionality training;
- Provide administrative and maintenance support of disaster recovery/backup system for continuation of operations;
- Provide OCIMS system and application assistance to the NRC's Regional Incident Response Centers (IRCs)
- Consolidate additional systems into OCIMS GSS;
- Support new technology initiatives for the OCIMS GSS;
- Support the NRC in the upgrade of OCIMS GSS with new security requirements; and
- Procure agreed upon hardware or software as directed.

Work shall be performed primarily at the Headquarters Operation Center (HOC) in Rockville, MD. There may be a need to travel to regional offices. Travel requirements will be identified in task orders as needed.

No Solicitation or Request for Proposal (RFP) is currently available.

The solicitation will be entirely set-aside for eligible 8(a) small business concerns. This will be an 8(a) competitive acquisition. Offers from other than 8(a) small business concerns will not be considered for award. Any responsible eligible 8(a) sources may submit a proposal which will be considered by the agency.

The 8(a) competitive solicitation will be made available via the internet at http://www.fedbizopps.gov mid/end of November 2015 with proposals due 30 days after release of solicitation. It is the responsibility of interested firms to monitor this internet site (www.fbo.gov) for the release of this solicitation as well as any amendments or questions and answers related to this procurement. The NAICS code is 541519-Other Computer Related Services. The Small Business Size Standard for this NAICS is $27.5 million.

The Government will evaluate proposals using a best-value tradeoff source selection process as defined in FAR 15.101-1. The solicitation will provide specific instructions for the submission of offers, technical and price proposals will be required.

This pre-solicitation notice does not commit the Government to the issuance of a solicitation or award of a contract. No paper copies of the solicitation will be available. No phone calls or facsimile transmissions will be accepted.

The incumbent contractor for this requirement is: Digital Management Inc. (DMI) 6701 Democracy Blvd., Suite 500, Bethesda, MD 20817-1572.
